STAR TOURING & RIDING ASSOCIATION
COLUMBIA, SC – CHAPTER 124
1. These by-laws are to be used as a guideline, and are subject to change with the approval, by vote, of the membership.
2. You must be an active Star Touring & Riding Association Member in good standing to vote.
3. NAME – The Columbia Chapter, as a Chartered Chapter of Star Touring and Riding International shall be known as, and referred to as “Columbia Starriders”.
4. OBJECTIVE – It is the objective of this Chapter to promote safe and enjoyable motorcycle riding and group activities within a family atmosphere.
5. The elected officers of Columbia Starriders shall be an active member and shall consist of:
a. President
b. Vice President
c. Secretary
d. Treasurer
e. LOS Representative
f. Sergeant of Arms
g. Ride Coordinator
These elected officers will also be known as the Executive Board.
6. There are two kinds of members in the Columbia Starriders club.
a. An Active Member is a current dues paying member of Star Touring and Riding. Active Membership in the local Star becomes effective upon presentation of a valid membership or the receipt of a signed application and membership fee.
b. An Associate Member is a person who has participated in three meetings, signed a ride waiver, and has filled out a Chapter 124 application for membership. An Associate Member does not have voting privileges nor can they hold an office.
7. No single officer of the Chapter may terminate any membership. It may only be done by vote of the Chapters Executive Board.
8. Minutes will be taken at each Chapter general membership meeting by the Secretary and will be available at the next meeting as well as posted on the Chapter web site.
9. All elections will be held by secret ballot. Any other questions before the membership may be voted on first by voice vote then by show of hands if necessary. If called for, a ballot vote will be held or recount of votes taken.
10. In the event that one of the Officers must relinquish their position, the remaining Executive Board members may make a temporary appointment until such time as an election may be held.
11. Columbia Star Riders Chapter 124 encourages active membership but does not have a minimum or maximum number of rides required to become either an Active or Associate member.
12. CHAPTER OFFICER DUTIES:
a. Chapter President: Shall assure the compliance by all Chapter members with the Star 124 By-Laws. Shall exercise general supervision over the members of the Chapter Executive Board and the affairs of the Chapter. Shall have the authority to make day-to-day decisions concerning the operations of the Chapter and report those decisions to the membership. Shall maintain a working relationship with Chapter sponsors and the dealer sponsors of Star Touring and Riding. Shall represent the Chapter in involvement with other riders groups and organizations. Shall be point of contact for all Chapter members in communicating with Star International, i.e. National President and National Organizers.
b. Vice-President: Shall stand in for and hold the responsibilities of the President in his absence. Shall work with all committee chairs to coordinate and inform the Executive Board of committee progress. Shall work with the President to obtain sponsors and representing the Chapter and Star Touring and Riding.
c. Secretary: Shall keep minutes of all meetings. Shall provide a roll call sheet of members and prospects (if known) at general meetings. Shall attempt to have all members sign a ride waiver form for the current year. Shall make sure that all e-mails are forwarded to the membership.
d. Treasurer: Shall maintain a bookkeeping system for the funds of the Chapter. Shall make a monthly financial report to the Executive Board. Shall coordinate and collect funds during all 50/50 raffles and deposit the monies in a Star Riders checking account.
e. LOS (Ladies of the Star) Representative: Shall work to make all women, either rider or passenger, feel welcome as a member of the Chapter. Shall coordinate with the national LOS Director for support. Shall work within the Chapter to further the image of women in motorcycling.
f. Sergeant At Arms: Shall be present at all meetings to keep and maintain order.
g. Ride Coordinator: Shall be responsible for ensuring there is at least one ride planned per month that is endorsed and sanctioned by the President. The ride is normally scheduled for the Saturday following the monthly meeting. Safety: Shall keep membership aware of good safety practices. Shall brief membership at all rides and meetings. Shall continue to research information concerning motorcycle safety and equipment.
Ride: Shall plan monthly chapter rides and special event rides. Shall brief all riders of route (and when necessary supply a map of the route during pre-ride meeting) and plan rest stops for food and/or gas as necessary to account for the weather and/or mileage.
Events: Shall work with other committees as necessary to plan out special events.
Ride Captains: Shall ride in the front left position in the pack and lead each group of riders. Shall call for lane changes by signal to Tail gunner. Shall notify group of road hazards as they are found by hand signal to be passed back through the group.
Tail Gunner: Shall at all times be the last rider in the formation. Shall upon notification by signal, sent back from the Ride Captain, move left or right to secure the open lane for a group lane change. Shall monitor the entire group to maintain formation. Shall notify the ride Captain and Chapter President of any violations in ride procedures.
All recommendations to these by-laws are to be directed to the President, Gerald (Cajun) Cavallier or the Vice President, Jim Ballenger. No changes will be made unless it is brought to a vote by the club membership.
